How do I customize a guitar pick?

For Christmas, I really want to make some custom guitar picks for my boyfriend, but I can not find out how to choose and still be usable. Mod Podge I tried (which means when you actually use it), hot glue (difficult play, and makes a tone very rare), and melting plastic in the photos, but nothing seems to work for me. Is there a method that I've missed what could work better? Or should I try to find Hardcoat Mod Podge and hope it works? I really do not want to order everything, because I do not like ordering things online, and I think peaks would make more sense if I did myself.
